Abstract

The Association agreement between Ukraine and the European Union involves fundamental changes in the nature of internal affairs bodies of Ukraine. The Law of Ukraine «On the national police» has changed the conception of the activities of public order services.
The activity of one of the largest national police services – patrol service – is getting new features under present-day conditions. A highly effective communication with citizens is acquiring special significance in providing social services in the field of public safety and road safety. In order to attain success certain organizational and technical decisions are taken, advanced technologies of various control forms, typical schemes of duties are introduced, and the system of training personnel is changed. It is reasonable to use management and pedagogical methods as well as special means and methods of psychological influence to resolve this problem in the process of police activities.
Implementation of these tasks is particularly relevant in today’s conditions, when the structure of internal affairs bodies is reorganized and functions of law enforcement are changed.
Competence in professional communication is a system of internal resources (knowledge, skills, abilities, perception, interaction, communication) needed to build effective communicative action in its approximate and executive part. The system of professional development of patrol officers provides various forms of theoretical classes, it does not increase the professional skills of communication needed in practice. Effective means of communication capacity of a patrol inspector is socio-psychological practical work that provides positive changes in the characteristics of interpersonal interaction, which are indicators of a competent professional communication: differentiation of interpersonal perception, adequate means of interpersonal communication and level of understanding in communication situation, the level of skills in the organization of joint activities.
