POST-WAR ECONOMIC RECONSTRUCTION: THE ROLE OF MANAGERS IN FORMING SUSTAINABLE DEVELOPMENT STRATEGIES

The research focuses on the role of managers in Ukraine’s post-war economic recovery through the lens of sustainable development strategies. The paper explores the concept of sustainable development as an integrated framework combining economic, social, and environmental dimensions. It emphasizes the need to shift from reactive management toward strategic governance based on long-term resilience, innovation, and social responsibility. The relevance of the study lies in the necessity to build an effective management system that ensures balanced economic growth, human capital renewal, and ecological modernization of the country in the aftermath of the war. The article identifies key challenges facing managers during post-war reconstruction, including the destruction of industrial and social infrastructure, labor shortages, inflationary pressures, limited investment resources, and the need for transparent use of international aid. At the same time, it highlights emerging opportunities such as reconstruction markets, international integration, accelerated digitalization, and the expansion of socially responsible business practices. The role of the manager is analyzed through four dimensions – as an architect of change, resource coordinator, leader of sustainable development, and innovator. It is argued that efficient resource management, implementation of ESG approaches, development of a responsible corporate culture, and the introduction of green technologies are key prerequisites for effective recovery. Special attention is given to the main directions of sustainable development management in the post-war period: industrial restoration, regional development, economic security, human capital formation, and ecological reconstruction. These priorities should be grounded in decentralized governance, financial transparency, civic and business participation, and technological innovation. The analysis of practical cases – including state programs (Made in Ukraine, eVidnovlennia), corporate initiatives (DTEK, Nova Poshta, Kernel), and international partnerships (EBRD, World Bank, EU) – demonstrates that managers act as key coordinators connecting governmental, business, and international stakeholders, thereby shaping an integrated model of sustainable recovery governance. The study identifies the essential competencies of modern managers: strategic thinking, systems approach, proficiency in risk and ESG management, project management skills, intercultural communication, digital literacy, ethics, and social responsibility. It emphasizes that training a new generation of managers requires transforming business education to align with sustainability principles and international management standards. Ethical and innovation-oriented leadership development is crucial for modernizing Ukraine’s management practices and ensuring their global competitiveness. The paper concludes that an effective system of sustainable recovery management should be built on a national reconstruction management strategy, institutionalization of sustainable management principles, implementation of sustainability KPIs, development of public-private partnerships, and preparation of a new generation of change-oriented managers. Managers thus emerge as key agents of transformation – the driving force behind a new economic architecture based on sustainability, transparency, innovation, and social responsibility. The results of this study have practical significance for the development of public policy, corporate sustainability strategies, management education, and the implementation of international management standards in Ukraine’s post-war reconstruction process.
