APPROACHES TO ROAD SAFETY: AN OVERVIEW OF THE SAFE SYSTEM CONCEPT

Abstract

This scientific study analyzes the “Safe System” concept as an approach to road safety, focusing on its three main components: safe vehicles, infrastructure, and driver behavior. The study covers the history of the Safe System concept, its core principles, and the interconnection between its components. It examines advanced vehicle safety technologies, including active and passive safety systems, as well as the role of standardization and certification in ensuring safety. Special attention is given to infrastructure safety, including road design, traffic management, and the impact of urban and rural infrastructure on safety levels. The study also analyzes the impact of driver and road user behavior on safety, considering psychological factors, educational programs, and legal regulation. An overview of international experience in implementing the Safe System concept in countries with the lowest levels of road traffic accidents demonstrates the success of this approach and its potential for adaptation to Ukrainian realities. The conclusions emphasize the effectiveness of the Safe System concept but also highlight challenges such as the need for infrastructure modernization and improved legal regulation. Recommendations are made for enhancing state policy in the field of road safety, and future research directions are identified, focusing on integrating international practices, developing new technologies, and optimizing safety strategies. The study aims to provide a scientific basis for implementing comprehensive approaches to road safety and supporting effective traffic management.
