THE FUNDAMENTAL PRINCIPLES OF THE POLICE FORCE MANAGEMENT MODEL INVOLVED IN ENSURING PUBLIC SAFETY AND ORDER DURING MASS EVENTS, TAKING INTO ACCOUNT THE SCANDINAVIAN SYSTEM OF MAINTAINING PUBLIC ORDER AND SAFETY

Abstract. The issue of tactical features in the work of police leaders involved in ensuring public safety and order during mass events has been investigated in accordance with the Scandinavian model of maintaining public order and safety. Quite often, even at the stage of preliminary security regime planning, it is observed that the work of police units in ensuring public order and safety is based on assumptions that the expected gathering of people will be irrational and will subsequently tend to escalate violence. In other words, during the planning, a potential mass event is already considered in terms of being dangerous and socially harmful. However, such biased assumptions are mostly unfounded and unjustified. Sometimes, the excessive presence of the police and the list of implemented measures can lead to the escalation of violence and violations of human rights. The characteristics of the main rules and powers of the police officers in the managerial unit, as well as the police directly involved in maintaining public order and safety, are provided. The objectives include the effective implementation of a de-escalation strategy in case of tension in the crowd; prevention of the risk of unlawful actions caused by the presence of the police; motivation of event participants and members of the organizational committee for self-regulation in matters of their own safety and the overall safety of the event; initiation of activities for the independent identification by participants of the mass gathering of local focal points and groups acting radically. The performance of official duties in maintaining public order and safety with a clear understanding of their functions and respect for the basic principles of citizens' rights and freedoms can be the key to the successful conduct of a mass event within the legal framework and avoid potential conflicts between the police and various groups of event participants.
