ORGANIZATION OF INTERACTION DURING THE INVESTIGATION OF CRIMES RELATED TO CHILD TRAFFICKING

Purpose of the article – to study the organizational and legal framework for the interaction of pre-trial investigation entities during the investigation of crimes related to child trafficking, to analyze problematic aspects of interagency coordination and to formulate practical recommendations for improving the effectiveness of such interaction. The work uses general scientific and special legal methods: dialectical method – to clarify the essence of law enforcement cooperation; formal-logical – for the analysis of legal acts; comparative-legal – to study international experience; system-structural – to determine coordination mechanisms; statistical – for the analysis of judicial practice.It has been proven that effective investigation of crimes related to child trafficking is impossible without proper organization of interaction between pre-trial investigation bodies, operational units, prosecutor’s office and international law enforcement structures. The provisions of the Criminal Procedure Code of Ukraine, the Law of Ukraine “On Combating Human Trafficking”, normative acts of the Ministry of Internal Affairs of Ukraine and international documents are analyzed. The main forms of interaction are defined: procedural, organizational and information-analytical. It is established that the subjects of interaction include investigators of the National Police, detectives of other law enforcement agencies, operational units, experts, specialists, as well as international organizations (Interpol, Europol). The peculiarities of international cooperation in the investigation of transnational crimes against children are revealed. The experience of the USA, EU countries and the practice of international operations Global Chain, which demonstrate high efficiency of coordinated actions of law enforcement agencies of different countries, are analyzed.The organization of interaction during the investigation of crimes related to child trafficking is a comprehensive system of procedural, organizational and informational measures aimed at ensuring a complete, comprehensive and objective investigation. The necessity to improve the regulatory framework for interagency cooperation, to increase the qualifications of investigators and operational officers, to create specialized units for investigating crimes against children, and to intensify international cooperation through Interpol and Europol channels has been identified.
