THE APPROPRIATENESS OF USING THE PROCESS APPROACH AS A TOOL FOR FORMING THE LABOR MARKET OF UKRAINE

The economy of Ukraine has undergone significant changes in the current conditions of its functioning. Changes in the economic system are due to the military invasion of Russia into the territory of Ukraine and a number of factors that inevitably affect the socio-economic processes of the country's development and the functioning of the labor market in particular. The key trends in the development of the labor market today are an increase in the unemployment rate, an increase in migration rates, a decrease in the competitiveness of workers, enterprises and the economy of the entire country. The corresponding trends have necessitated the search for new approaches to the formation of the labor market, among which the process approach attracts considerable attention. Despite the lack of practical experience in implementing the appropriate approach in labor market conditions, the effectiveness of the process approach has been proven by its active use in related areas and practical international experience in using process attributes in the labor market. The purpose of the article is to substantiate the possibility of using the process approach in the formation of the labor market to create an effective system of processes for the functioning of the latter. The paper analyzes theoretical, normative and scientific sources devoted to the implementation of the process approach and process attributes in various areas of the labor market and labor activity. A comparative method was used to determine the relationship between the normative, methodological and theoretical aspects of the formation of the labor market on the basis of the process approach. The method was appliedabstraction and logical analysis to identify and systematize the advantages of implementing a process approach in the formation of the Ukrainian labor market. The article defines and substantiates the theoretical, normative, methodological and applied aspects of the implementation of the process approach in the formation of the labor market of Ukraine. The theoretical aspects of the use of the process-oriented approach in relevant areas of the labor market are defined. The methodological aspects of the implementation of the process approach are defined. The international experience of implementing process attributes in the implementation of employment policy is studied and the EU regulatory documents on the implementation of the process approach in the labor sphere are specified.
