THEORETICAL AND METHODOLOGICAL ASPECTS OF ASSESSING THE IMPACT OF FORCED LABOR MIGRATION OF THE POPULATION ON THE FUNCTIONING OF ENTERPRISES IN CRISIS CONDITIONS

The article defines the essence of forced labor migration of the population, which is proposed to be understood as a complex and uncontrollable socio-economic phenomenon caused by the chaotic movement of the country's population from one region to another with the aim of employment and providing adequate living conditions. The main problems caused by forced labor migration of the population are outlined, and its close relationship with the processes of internal displacement of the population within the regions of Ukraine is identified. It has been established that forced labor migration of the population is difficult to empirically assess due to the lack of legislatively regulated methodology for conducting such assessments. The negative impact of forced labor migration of the population on the functioning of the enterprise has been proven, as it provokes the emergence of crisis states, leads to significant losses of personnel potential, and changes in the structure of human capital. The need to improve the domestic labor market has been substantiated, and the need to review existing and form new effective mechanisms for balancing employment and unemployment within the regions of Ukraine has been proven, as it has been established that the main mass of forcibly displaced labor migrants from the zone of military operations and occupied territories have settled in the frontline regions, in particular, in Dnipropetrovsk and Kharkiv regions, as well as in the highly developed region – in Kyiv region and the city of Kyiv, which has caused significant overload of the labor market in these regions with labor force. The main directions for solving the problems associated with the intensification of the processes of forced labor migration of the population in Ukraine under war conditions are proposed, including: (1) improving current legislation in terms of strengthening the protection of forced labor migrants; (2) forming a complex of measures to prevent, combat, and counteract the involvement of forced labor migrants in illegal labor; (3) enhancing the protection of the rights of forced labor migrants to work.
