IMPROVED METHODOLOGICAL APPROACHES TO RATIONING OF INDICATORS OF ECONOMIC SECURITY OF THE STATE

Abstract

Methodological approaches to calculation of normalized values of indicators of economic security of the state were analyzed. According to the Methods of accounting of the level of the Ukrainian economic security rationing of indicators is to calculate: the ratio of the actual value of the indicator (stimulator) to its limit value. As a result of this approach to the rationing of indicators normalized values, exceeding 1 can be received. This disadvantage can be eliminated by the use as normalized values minimum or maximum indicator’s value over the period of investigation according to index – stimulator or index – destimulator of security. At rationing negative indicators in relation to their maximum and minimum values over the investigation period there is a problem of normalized values obtaining outside the range from 0 up to 1 and impossibility of correct calculation of the influence of negative value to integral index of economic security. As the example of calculating of banking security of Ukraine, disadvantages of existing methodological approaches application to rationing indicators «Return on assets» (ROA) and « Return on equity» (ROE), which values were negative in 2009-2011, were shown. The Methodology of rationing negative indicators, which helps to receive normalized values in the range from 0 to 1 and count correctly the conformity of actual values of these indicators to the safety criteria, was suggested. It is based on the concept of formula construction, which was introduced by us. Using the suggested correlation, the calculation of integral index of banking security of Ukraine over the period 2009–2013, which get into the correct probability interval, was conducted.
